The Department of Labor and Employment newly appointed Secretary Marianito Roque said a survey conducted by the Bureau of Labor and Employment Statistics (BLES) showed an oversupply of workers yet established firms in the country are still find themselves struggling to recruit qualified applicants.

"Results showed that recruitment problem/shortage of qualified applicants was considered "high" in importance by 39.3% of the total respondents. This was closely related to high labor turnover rate which ranked second with 30.5% response rate and pirating of workers which ranked 10th with 16.3% response rate," Roque said.
